Emulsified oil in the coolant can really only indicate one thing - HGF (or residual emulsion left from a previous HGF where the system hadn't been sufficiently flushed.

Lack of heat from the cabin heater is not unusual where there is loss of coolant (for whatever reason). It is the highest part of the system, so is the first part to lose coolant and fill with air. Emulsified oil in the coolant system can also cause blockages, and again, will tend to rise to the higher parts and can easily block flow through the heater matrix.
