Fuse 2 under hood keeps popping

Hi can someone please help me I have a 2004 Land Rover Freelander and every time you turn the switch on the F2 fuse under the hood keeps popping will that keep it from starting and if so what do I need to look for to fix the problem I've already figured out that there is a short I put a test light on it and there is power on both sides of the fuse when you take it out can someone please help me

Which engine you have inside? Td4, K1.8, KV6?

If I am not mistaken this fuse powers ECM and ignition coils. If so, I would expect that you have problems with starting.
If you have power on voth sides of fuse when fuse is out, then most probably you have wires rubbed somewhere along the path, got bare and touching with something else this getting power where it should not be.
