    Hi, Has the car been like that since you got it or developed the fault after running OK? I assume your T25 still has the original OE recirculating DV? Difficult to be certain one way or another without actually looking and driving the car. Firstly, best to ensure ALL the various hoses and tubes which control the Turbocharger are in good condition and correctly located. If any tube or hose is not up to scratch, it can cause running problems. If having done that the problem persists, I'd change the turbocharger complete assembly ( incl. actuator ) with a known good one and see if that cures it. Used T25 turbochargers can be had from local yards for about 30 quid # remove it yourself which I prefer although I've not removed one from a breaker car for a year or so ~ prices may be higher in your area.
