Rover 45 1.8 - tank removal to get to pump?

As title says really. I want to replace the fuel pump on my Rover 45 (1.8 saloon) sometime as it is very noisy and I suspect it might be weak. Does the fuel tank have to be dropped or removed? I thought you could access it from inside the car as there is a metal circular cap screwed down in the boot but I removed it on a car in a scrap yard and couldnt see a way to get to the pump.

If you cant get the fuel pump out from inside the car then what is the purpose of that metal cap?

It's mounted on the top off the tank, so your have to drop the tank out.

How difficult is it to remove the tank and change the pump? Is there any special tools required? Do I need to replace any bolts or those strap things?
