A 10 bluetooth ODBII reader will tell you any error codes in emissions if the 96 MGF supports it. I have no idea about that though.

OBD2 is for MY2000 cars onwards.

Anyway, they are using a Pscan - far better than a cheapo reader.

My F failed on emissions tried everything to reduce emissions, eventually found the honeycomb in the Cat was gone, replaced Cat passed test.
