Rover 400 dipped beams

My father in law has a 1996 Rover 400 SLi.
Tonight, after stopping for petrol he could only get side lights and main beam at the front when restarting his journey. I have checked the fuses and this is not the problem. Its very unlikely that both bulbs would go together, so what may it be?

Could be the dim/dip unit (vile pink relay), or it could be that he's had a headlamp out for a long time and not noticed till the other one went.

CHECK THE BULBS FIRST.
I have had both bubls blow simultaneously in similar circumstances, & using the same logic spent hours investigating, only to eventually find 2 blown bulbs!!

Thanks for the advice. Where is the pink relay?

Why should both bulbs go together?

Ive had both bulbs go at the same time, in theory it should always happens, you generally fit 2 bulbs of the same type at the same time and use them the same amount
