Unhappy Rover 45 Immobiliser Advice

Can someone shed some light on the following problem or is it normal.

I have just bought a 2000 model year 45 Diesel and it would appear that if I don't lock and unlock it using the same method ie lock/unlock using plip or lock/unlock using the key it wont start.

The flashing light goes out and when I turn the ignition on the dash all lights like it should but the starter will not turn.

Normal or not?

It would appear that unless I have been a complete biff that the car is unlocking itself overnight as well any body got any ideas how that happens.
