the temp on my ZR only ever gets to just under half, and until recently i was wondering if the fan worked (it does... quite regular now )

when it is idling in the drive (or wherever it lives) have the bonnet up and feel the hoses to the radiator, one will warm up slowly, then as the thermostat opens the hot water will rush through and heat the other pipe.
if your cooling system is working properly the fan probably won't kick in at all.

btw

so it's had HGF... did you flush the coolant system? could be some leftover milkshake in there somewhere.

if the thermostat was stuck shut it would overheat...
if the thermostat was stuck open it would sit low on the temperature gauge...

radiator could be blocked... but again that would make it overheat not sit low on the temp gauge...

or it could be that the temperature sensor is knackered x

(might be worth trying another thermostat first).
