I assume it is a diesel rather than a petrol turbo, but then again if it is a 620, it could well be either.

Lets assume it is a diesel, take a look at the following site, it belongs to Rover Ron who is a diesel god on this site. http://www.45zs.info/

Carefully check all the million and one vacuum pipes running to/from the turbo, ECU and manifold.

Have checked all hoses they seem fine, and if they were leaking a little you would still get boost? and there is nothing

1) The ECU is buggered in some way and not operating the the BCV (boost control valve. (Assuming that a previous owner has not fitted an after maket one).

2) The Boost control valve is goosed. It is located just uder the battey try, has a couple of vacuum hoses attached, one of which goes to the turbo, also an electrical connector with 2wires).

3) The diaphram in the turbo actuator is perforated and the vacuum cannot operate the turbo.

If you still haven't fixed this, try applying some voltage direct to the BCV and seeing if you can here it operate.
if there was any failure of the BMV, the engine would run actuator pressure as the BMV lies open when voltage read 0.

If the actuator diaphram was perforated, it would run massive boost and hit the boost cut. So neither of your suggestions would lead to running no boost.

From your description, again check the turbo and particularly intercooler hoses for security. Whilst driving, a loose hose may come off allowing boost to escape giving the effects exactly as you describe. Then when you check them with car stopped they have closed up looking normal again.

When this happened to my Ti one time, all looked well. However, that main hose connected to the throttle assembly was a little loose and this allowed boost pressure to escape.

So, now you wanna buy a BMW .... Huh! No natural class ...

Normally aspirated engines suck. They really do. Good job turbocharged engines blow and suck. That's better.
