Apart from the oil rail below the crank case , what could possibly stop the engine from bei cranked by hand when applying 20nm to the headbolts.

I've ruled it to be the oil rail / wrong rail and have another one on the way.

However , is there something I'm missing here ? What could possibly be stopping the crank from being manually cranked between 0nm and 20nm ?
